Aircraft Hangar Approvals in Australia: What Do You Need Before You Build?
If you’re planning an aircraft hangar, one of the first things to establish is whether you can build the hangar you need on the site you have in mind.
Aircraft hangar approvals can involve more than a standard building approval. Depending on where you’re building, you may need to consider local planning controls, airport operator requirements, building certification, protected airspace, fire safety and other aviation safeguarding requirements.
The process can also look quite different if you’re building on your own property compared with developing a hangar on leased land within an existing airport.
Before getting too far into the building design, it helps to understand which approval pathway applies to your project.
What Approvals Do You Need for an Aircraft Hangar?
There isn’t one Australia-wide aircraft hangar approval.
Depending on your site and how you intend to use the building, your project may involve:
- Planning or development approval
- Airport or aerodrome operator approval
- Building approval or certification
- National Construction Code requirements
- Structural engineering
- Fire-safety requirements
- Protected airspace assessment
- Aviation safeguarding requirements
- Civil and stormwater approval
- Environmental assessment
You may only need some of these.
The important thing is working out which ones apply before your hangar dimensions, position and height are locked in.
Start With Your Site
Before developing a detailed hangar design, establish what you’re actually allowed to build on the land.
Start with:
- Who owns or controls the land?
- What is the land zoned for?
- Is an aircraft hangar permitted?
- Is the site within an airport or aerodrome?
- Is the airport federally regulated?
- Are there airport-specific development requirements?
- Are there building-height restrictions?
- Is the site affected by protected airspace?
- How will your aircraft access the hangar?
- Are there environmental, drainage or service constraints?
- Do you have enough space for future expansion?
These questions can materially change the building.
For example, there is little value developing a hangar around a particular roof height before establishing whether that height creates an aviation safeguarding issue.
If You’re Building at an Existing Airport, Speak to the Operator Early
If your site is within an existing airport or aerodrome, the airport operator should be one of your early conversations.
They may have requirements covering:
- Where your hangar can be positioned
- Lease conditions
- Building height
- Setbacks
- Taxiway and apron connections
- Aircraft movement
- Services
- Security
- Construction access
- Crane operations
- Airport operations during construction
- Future airport development
The airport’s master plan or development guidelines may also affect what can be built and where.
Securing a site or lease at an airport doesn’t necessarily mean you automatically have approval to construct your proposed hangar.
Some Airports Have a Commonwealth Building Approval Process
If you’re building at one of Australia’s core-regulated airports, there is an additional Commonwealth building-control process to consider.
The Australian Government states that the Airport Building Controller must approve building and construction activities at core-regulated airports. The airport lessee company must also approve the activity from a planning and airport operational perspective.
Importantly for anyone planning a hangar, the Government specifically includes new hangars among the types of building activity covered by this process.

The current framework operates under the Airports Act 1996 and Airports (Building Control) Regulations 2025.
Those regulations commenced on 1 April 2026, replacing the previous 1996 regulations.
If your project is at a core-regulated airport, confirm the requirements with the airport operator and Airport Building Controller before progressing detailed design.
Check Protected Airspace Before You Lock In the Building Height
One of the major differences between planning an aircraft hangar and a conventional industrial building is what is happening above it.
The National Airports Safeguarding Framework provides national guidance for planning and development that may affect aviation operations.
The framework applies to planning and development around Australian airports and addresses nine aviation safeguarding areas, including:
- Aircraft noise
- Building-generated windshear and turbulence
- Wildlife strike risk
- Lighting that could distract pilots
- Protected airspace
- Communications, navigation and surveillance facilities
- Public safety areas at runway ends
For a hangar project, protected airspace can be particularly important.
The Australian Government’s NASF Guideline F specifically deals with development that could intrude into protected airspace, including Obstacle Limitation Surfaces and PANS-OPS surfaces.
Your roof ridge, rooftop equipment and other structures may therefore need to be considered when determining the maximum practical height of the building.
The Crane Can Matter Too
Don’t only consider the height of the finished hangar.
Think about how it will be built.
The crane used during construction can extend considerably higher than the completed building.
Temporary structures and construction activities can potentially affect operational airspace, so crane requirements should be checked with the airport operator or relevant authority before construction.
This is particularly important on sites close to runways or where protected airspace sits relatively close to ground level.
It is a good example of why the structural design, approval pathway and construction methodology should be considered together.
Building Position Can Affect Windshear and Turbulence
Height isn’t the only aviation consideration.
Large buildings close to operational runways can potentially alter local wind conditions.
The Australian Government’s NASF Guideline B deals specifically with building-generated windshear and turbulence at airports.
Whether this is relevant to your project depends on factors including:
- Building location
- Height
- Building geometry
- Distance from the runway
- Runway orientation
- Prevailing winds
- Surrounding terrain and development
You won’t necessarily need a specialist wind assessment for every hangar.
What matters is identifying whether it is an issue for your particular site before the building location and geometry are finalised.
External Lighting May Also Need Consideration
Aviation safeguarding can extend to something as seemingly simple as the lights outside your hangar.
Hangar developments can include:
- Apron lighting
- Floodlights
- Security lighting
- Carpark lighting
- Illuminated signage
- Building-mounted lights
The National Airports Safeguarding Framework includes Guideline E, which deals specifically with lighting near airports that could distract pilots or be confused with aeronautical ground lighting.
Again, it won’t affect every project in the same way.
But if you’re building on or close to an airport, external lighting should form part of the planning conversation.
What About Aircraft Hangar Approvals in NSW?
If you’re building a hangar in NSW, the approval pathway depends on the site, zoning, intended use and applicable planning controls.
You may need to consider:
- Local Environmental Plans
- Development Control Plans
- Relevant State Environmental Planning Policies
- Airport-specific planning controls
- Development consent
- Building certification
- Aviation safeguarding requirements
The starting point is the NSW Planning Portal, where you can investigate planning controls affecting the property and the applicable development pathway.
Airport-specific controls can add another layer.
For example, development around Western Sydney International Airport has specific aviation safeguarding controls addressing matters such as operational airspace, windshear and turbulence, lighting and aviation facilities.
This is why you should assess the actual site rather than assuming the approval process will be the same as another hangar you’ve seen built elsewhere in NSW.
What About Aircraft Hangar Approvals in Queensland?
Queensland also has planning controls designed to protect airports and aviation facilities.
The Queensland State Planning Policy recognises strategic airports and aviation facilities within the state’s planning framework.
Queensland also provides planning code guidance for strategic airports and aviation facilities to help integrate aviation requirements into local planning schemes.
Depending on your site, planning considerations can include:
- Operational airspace
- Building height
- Temporary construction equipment
- Aviation facilities
- Public safety areas
- Aircraft noise
- Wildlife hazards
- Lighting
- Building restricted areas
Your local planning scheme still matters, so the requirements need to be checked against the actual property and airport.
The National Construction Code Still Matters
Aviation requirements don’t replace normal building requirements.
Your hangar also needs to be assessed against the National Construction Code and relevant Australian Standards.
What applies will depend partly on how you intend to use the building.
There can be an important difference between a hangar primarily used to store a private aircraft and a facility incorporating:
- Aircraft maintenance
- Workshops
- Offices
- Amenities
- Parts storage
- Commercial operations
- Fuel or hazardous materials
Different areas within the same building may also need to be considered differently.
This can affect fire safety, access, services, egress and other aspects of the design.
Make sure your intended use is clear before the structural concept progresses too far.
Start With the Aircraft You’re Actually Putting Inside It
Once you understand the site constraints, turn to the aircraft.
Before concept design, establish:
- Aircraft make and model
- Wingspan
- Overall length
- Tail height
- Number of aircraft
- How the aircraft will enter and leave
- Required clear door opening
- Maintenance requirements
- Potential future aircraft
These dimensions influence the hangar span, height and door opening.
Those decisions can then influence planning, structural engineering and aviation safeguarding.

A hangar can fit neatly on a site and still be difficult to use.

Your certifier can advise on applicable building requirements and National Construction Code compliance.
Structural Engineer
The structural engineer develops the hangar around your required span, height, door opening, site conditions and applicable structural requirements.
Civil Engineer
Civil input may be required for earthworks, levels, drainage, pavement, apron and vehicle access.
Fire Engineer or Fire-Safety Consultant
Specialist fire input may be needed depending on the building’s size, classification and use.
